As part of the SEnECA project, which is funded under the Horizon 2020 programme, three strategic papers have been published. These documents present a comprehensive analysis of the current relations between the five Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) on one hand, and the European Union (at both supranational and national levels) on the other.
The analysis is based on strategic papers on EU–Central Asia relations published within the SEnECA project in 2018. The three new publications are complemented by 22 semi-structured interviews with representatives of Central Asian research institutions, non-governmental organizations, and state agencies. The publications focus on political and security relations (strategic papers No. 1–3), economy and trade (strategic paper No. 11), as well as issues of culture, identity, and civil society (strategic paper No. 12). These strategic papers represent the second of three stages in the development of the SEnECA Strategic Concept, which will outline the future priorities of the EU’s policy towards Central Asia. They present an analysis of the implementation of EU and Member States’ policies in Central Asia. The papers also examine the presence and activities of other countries in the region, describing the EU’s comparative advantages and disadvantages. Finally, the analysis provides insights into how EU policies and those of its Member States are perceived from the Central Asian perspective. Thus, the strategic papers include recommendations on how specific EU policy measures could be improved.
